My mate's grandfather used to keep chickens in his garden behind Sydenham station. Can't do that now!

Yes.  It is a poor use of English.  They probably mean 'lower environmental impact' food chains, which is a reasonable goal, but 'environmental sustainability' is a trendy phrase.

Anyway, I doubt Oldham (of all places) will be able to do anything about this, particularly with £150k.  It'll probably end up being mainly spent on having a food chain environmental sustainability manager for a few years.
