Most forms of medical intervention, beyond sugarpills, are a waste of time n money for the over 85s.

Get society to accept (or just be transparent about the costs)  that and poof! NHS fixed.

That's who should be vaccinated -- those that are very frail and in care / long-term-hospital.  

  • They're the ones dying, so targeted vaccination will give a substantial reduction in those deaths, and any complications will be negligible compared with the risk from covid.
  • After that should come the most vulnerable in their homes.
  • Sure, the deaths come anyway, but £20 for 6 months of life (say) is actually a good cost/benefit ratio.

What is wasting vaccines is the vaccination of anyone else.

[I know it is expensive, but not that expensive compared with the benefits and the other costs of this group.]
