Of course they cant. But they can stop you spending it by stopping the banks receiving it and making it harder to spend it with aml under the guise terrorist funding checks. At least in the uk or any other western economy.

This has been my belief for sometime. But I think I made a mistake. Crypto is so big now I think regulation in terms of capital gains when you change to fiat is more likely.

HMRC's viewpoint is that tax is due on all sales - even if it's just move a move from one Crypto to another.

Good point, what I'm getting at is expect more reporting its been a bit wild West up to now.
