Ransom strip? Maybe if two or more of the houses with a shared boundary at the bottom of their respective gardens wanted to create a building plot straddling that?

Whoever held that land bank clearly wanted a bite out of any further development

I have seen similar where imprecision in land transfer documents leaves someone - developer, council, housing association - with an unwanted thin strip of land.  In one case a curving foot strip following the edge of a road.

These often come with liabilities - need to maintain, clear fly tipping, mend the kerb etc.

Generally people just want shot of them and hope that some wannabe property millionaire is sufficient mug to buy them.

Possibly it could be deliberate as @Axeman123 suggests but that particular plan looks like error rather than cunning to me.  Ransom strips would usually be blocking vehicular access but this is a strip at the bottom of the gardens.
