30k-40k probably.

They've got tons of land to build on. All the streets they pulled houses down on thirty years ago.

One of those maybe £110k for a three bed semi; social housing tends to be more solid, and includes a contractor profit, so typically about £160k and they state £157k, total investment £110m, which is about right.

They will be receiving grant on those which may be the £15m differential between loan and total investment.

more than that, I think for insurance purposes the rebuild cost of our 3 Bed is ~£175k but this will also include demolition and site clearance, so a bit extra.

Your rebuild cost is vastly inflated because 1) its a one off build at retail building rates including architecting and a whole bunch of other costs for a one off 2) it also includes the cost of demolition and site clearance in preparation for the rebuild. 

If you are building dozens or even hundreds of identical houses, managing the build "in house" employing subbies and what not the costs per house drop dramatically.
