PRS offer to increase housing

How would increased demand for housing lead to the emergence of low demand areas?

And what incentives will they be giving to increase housing supply? (And how in any way shape or form will that make housing more affordable?)

£625 per tenant.

Does it make housing more affordable?
No.
Does it make housing better for tenants?
No.

What does it do?
It will encourage landlords to take tenants who can not afford to save a deposit. 
If you can not save a deposit then private rented is not for you - that's where social housing (or some debt and money management advice) is needed.

I think this is the problem with housing in the UK.  Lots and lots and lots of strategy documents and meetings about them.  Actual building?  Not so much.
