Former insurance salesman bought house for £185k in 2008 and ran it as a tourist attraction.

He's almost certainly breaking the law.

You can't just say 'oh, it's a spot the ball competition -- you've got to use skill and judgement' -- it has to actually need skill and judgement such that a random man on the street couldn't readily take part.  He's promoting a lottery without a gaming license.

There is a reason why most of these stupid things are a simple lottery with a  'you can also send in a postcard' option buried in the small-print -- it's pretty much the only way you can run one and remain within the law.

The problem with game of skill / prize draw is that it has to provide a free entry. That puts a massive spanner in the works of this whole scam.
