This sounds like those dreadful leasehold arrangements. 

Pay £600k or face legal action

Works out at £2621 per household, they are getting billed retrospectively to 2004 when I think the first few houses went up.

A former friend (lost touch sadly) bought a shared ownership house on the same road as the chap in the article. I ought to ping him a communiqué.

If common land is unadopted by the council, or private road or parking, then a management company is usually set up to do this and paying those fees is a condition of buying the house.

These fees don't sound astronomical however the owners are entitled to see the accounts as whilst the service company may charge a reasonable admin fee they still have to account for the work.

The management company is in a very weak legal position in not charging fees for over a decade and not evidencing those fees.
