Former insurance salesman bought house for £185k in 2008 and ran it as a tourist attraction.

Tries to sell it to the council for £1m in 2013.https://www.theboltonnews.co.uk/news/10722979.Bid_to_sell_Fred_Dibnah_s_house_to_the_people_of_Bolton___for___1_million/?ref=mr

2016 asking price down to £650k

2017 auctions the Fred Dibnah ironware.https://www.theboltonnews.co.uk/news/15614993.pictures-what-will-be-auctioned-off-from-the-fred-dibnah-heritage-centre/?ref=ar

2018 still can't get that big payout, 'I have a cunning plan'  http://www.freddibnahheritagecentre.com/

Can't understand why people would not want to pay £650k to live in Bolton xD What's the chances the house doesn't change hands as a result of the raffle?

He's almost certainly breaking the law.

You can't just say 'oh, it's a spot the ball competition -- you've got to use skill and judgement' -- it has to actually need skill and judgement such that a random man on the street couldn't readily take part.  He's promoting a lottery without a gaming license.

There is a reason why most of these stupid things are a simple lottery with a  'you can also send in a postcard' option buried in the small-print -- it's pretty much the only way you can run one and remain within the law.

'Mr Powsney said: “Safeguarding Fred’s memory is an absolute must. This place is too important to let go as it’s such a major part of Bolton’s history and heritage. It mustn’t be lost. '

Gift it to the charity then, you greedy cunt.

The problem with game of skill / prize draw is that it has to provide a free entry. That puts a massive spanner in the works of this whole scam.
